- European weakness: China has fund Russian terrorist because China knows Europe will not heavily sanction China to make it stop.

- Why? Many Europeans prefer even increasing economic dependency on China that decreasing it (an official EU policy of de-risking) and really pressuring China to stop its funding of Russian war crimes in Ukraine.
